TopGuard Security at the First International Forum on Firearms Regulation in Ukraine: Challenges and Solutions

“TopGuard Security” at the first international forum “Legal Regulation of Arms Circulation in Ukraine: New Challenges and Prospects for Solutions”.
At the invitation of the Ukrainian arms community, “TopGuard Security” took part in the first international forum “Legal Regulation of Arms Circulation in Ukraine: New Challenges and Prospects for Solutions”. This event brought together leading professionals from all arms-related sectors of Ukraine — weapon manufacturers and importers, Members of the Parliament of Ukraine, defense unions, representatives of expert institutions, leading scientists, athletes and sports organizations, military personnel and lawyers — to discuss pressing issues related to the control and regulation of weapons in Ukraine.
We had the honor to discuss the issue of civilian firearms for self-defense. This matter remains unresolved at the legislative level and requires immediate legal regulation. Our company supports the right of every citizen to own short-barreled firearms for self-defense, just as this right is guaranteed in all civilized countries of the world. We believe it is important to enshrine this norm in the Constitution of Ukraine in order to guarantee security and protect the rights of our citizens.

Key thematic areas of the forum:
- Main directions of regulatory and legal support of state policy in the field of arms circulation under martial law and escalating socio-political conflicts;
- The Ukrainian licensing system under martial law: challenges, risks, and threats;
- Unregistered (trophy, “found”) weapons: scale, threats, and legal mechanisms for addressing the problem;
- Legal regulation of the carrying, use, and storage of service, award, sports, traumatic, and hunting weapons;
- Legislative and regulatory support for the production of weapons and ammunition under martial law;
- Specifics of the creation and operation of facilities related to arms circulation in Ukraine (arms shops, shooting ranges, shooting grounds, and shooting complexes);
- Directions for the development of legal support for the purchase, sale, and storage of collectible firearms;
- Features of forming state information policy in the field of arms circulation in Ukraine under martial law;
- Ways to implement international standards and positive foreign experience into the national legal system regulating arms circulation.

Participation in this forum became an important step for our company, allowing us to deepen our understanding of current challenges and future prospects of arms circulation regulation in Ukraine.
